PROBLEM TO BE SOLVED: To realize a semiconductor integrated circuit device that can reduce an influence under dynamic voltage drop and stabilize the potential of a power supply even in a case when a number of unused cells of a standard cell type or the like is small. SOLUTION: A logical cell with a large power consumption among a plurality of logical cells arranged on an LSI chip is formed of one with power source capacity where a parallel plate comprising wiring layers 6a and 6b forms a power source capacity element on a part forming an ordinary logical function. Therefore, the power source capacity is ensured enough to replenish the quantity of current required for operating the cell, and a sharp change in power potential due to voltage drop that generates in a power supply route from the power supply source during operation of the cell can be suppressed, and the power potential can be stabilized as a result.
