PROBLEM TO BE SOLVED: To prevent illegal behavior from outside by surely sealing a substrate case which houses a control board. SOLUTION: On the inner side of a protrusion 51 formed on the right side face of a base 43 as an engaging and sealing part 49, an engaging part formed integrally projecting forward and consisting of an engaging body 53b having an engaging pawl 53a at its tip end is provided, and a part to be engaged 61 consisting of a forward and backward projected line part 55 formed on the right side face of a cover 45; a recessed part 57 formed inside of this projected line part 55, and a groove formed continuously to the upper and lower ends of the recessed part 57 of the cover 45 and extending to the rear end of the cover 45. Then, by covering the base 43 with the cover 45, the engaging pawl 53a of the engaging part 53 is engaged to the recessed part 57 of the part to be engaged 61 to seal the board case 41 by this procedure.
