PURPOSE: An apparatus for controlling a charge and discharge of a battery for a vehicle is provided to prevent the overcharge of the battery by controlling variably a discharge reference volume of the battery according to an outside temperature and a vehicle speed. CONSTITUTION: A discharge current detector detects a current flowing through a vehicle load from a battery(2). A microcomputer(6) sets a Vs value based on data measured in the discharge current detector. The microcomputer(6) sets a Vref value based on data measured in an outside air temperature sensor(3) and/or a vehicle speed sensor(4). A delay circuit(7) outputs an output signal only in a discharge mode during constant time. A comparator(8) compares the Vs value with the Vref value. A time controller(9) outputs a signal to a vehicle load controller for constant time.
