PROBLEM TO BE SOLVED: To provide a composition which is used for a rigid polyurethane foam, gives the rigid polyurethane foam having high flame retardancy and not having a problem of self adhesiveness deterioration caused by the increase of brittleness, hardly causes temporal deterioration by hydrolysis, and has excellent foaming raw liquid storage stability, and to provide the foam. SOLUTION: This composition for the rigid polyurethane foam, comprising (a) an organic polyisocyanate, (b) a polyol, and (c) a foaming agent comprising a hydrofluorocarbon and water, is characterized in that (b) the polyol consists mainly of a polyesterpolyol (i-1) obtained by reacting an aliphatic polybasic carboxylic acid (b-2) with a polyhydric alcohol (b-1) containing only the primary hydroxy groups as hydroxy groups and containing alkyl groups in side chains, and (i-2) a polyesterpolyol obtained by reacting a polyhydric alcohol (b-3) with an aromatic polybasic carboxylic acid (b-4).
