PROBLEM TO BE SOLVED: To provide a quantization error compensation device and a method that allow to ameliorate image quality by performing correction to an input video image in consideration of functionality between serially-input video signals. SOLUTION: This quantization error compensation device and the method includes a stage that substitutes at least a part of a present video signal with a considered signal in under a frequency band set for the preparation of a synthetic signal, the stage that outputs and quantizes at least a part of a cut composite signal and the composite signal after the removal of at least a part of the composite signal, the stage that outputs a second luminance equalization value relative to a luminance level next to the luminance level of a first equalization value and the present video signal relative to the luminance level of the present video signal by equalizing and processing the cut composite signal by a controlled luminance equalization pattern, the stage that calculates a correction value by employing at least a part of the composite signal and the first and the second luminance equalization value, and the stage that combines the correction value and the first luminance equalization value so that the region of the present video signal generated a change in the luminance level can be corrected.
