PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit including VCO adjustable of oscillation frequency characteristics to control voltage. SOLUTION: The semiconductor integrated circuit is provided with a plurality of inverters connected in series in a ring shape, a P channel transistor QP11 and the like in a first group, which make power current flow into a plurality of inverters from a power potential V<SB>DD</SB>in accordance with bias voltage V<SB>BP</SB>1, an N channel transistor QN11 and the like of the first group, which make power current flow into power potential V<SB>SS</SB>from a plurality of inverters in accordance with bias voltage V<SB>BN</SB>1, a P channel transistor QP21 and the like in a second group, which make the power current flow into a plurality of inverters from power potential V<SB>DD</SB>in accordance with bias voltage V<SB>BP</SB>2, and an N channel transistor QN21 and the like in the second group, which make power current flow into power potential V<SB>SS</SB>from a plurality of inverters in accordance with bias voltage V<SB>BN</SB>2.
