PROBLEM TO BE SOLVED: To provide a sludge freezing/melting tank used in filtering and dehydration, and reduced in treatment cost. SOLUTION: A sludge freezing and melting tank is constituted so that finned heat transfer pipes 1 comprising serpent pipes bent in one plane A passing a center axis, and the fins 2 attached within the plane are arranged parallelly or in the same plane in the tank. The transfer pipes comprises vertical straight pipes and each of the fins comprises a simply shaped flat plate. Both sides in the diameter direction of the heat transfer plate are set along an axial direction and attached so as to become mutually parallel to the fins of the other heat transfer pipes or so as to be set on the same plane. The serpentine pipes are arranged in the direction A same to or mutually parallel in a bent direction.
