PROBLEM TO BE SOLVED: To provide a quick-drying treating agent effectively modifying a target surface of an outer plate-coating surface, etc., of an automobile, a railroad vehicle, an airplane, etc., into a hydrophilic property without being washed away by rinsing water and imparting excellent dryness not producing stain left in a state of outline of water drops on the surface. SOLUTION: The quick-drying treating agent comprises a copolymer, obtained by copolymerizing (A) a tertiary amino group- or quaternary ammonium group-containing vinyl monomer with (B) an anionic group-containing vinyl monomer and (C) a hydrophobic nonionic group-containing vinyl monomer as essential components, in which a molar ratio (A/B) of the monomer A to the monomer B is (51/49) to (80/20) and a weight ratio (C/A+B+C) of the monomer C to total monomers is 0.1-20mass%.
