PROBLEM TO BE SOLVED: To provide an aluminum hydroxide-base flame retardant scarcely causing foaming of a resin and imparting high flame retardance and to provide a resin composition comprising the flame retardant added thereto. SOLUTION: The flame retardant substantially comprises boehmite, aluminum hydroxide and a nitrate. A composition (hydrated alumina) comprising the aluminum hydroxide mixed with boehmite and obtained by stopping synthesis before transformation is saturated in a process for transforming the aluminum hydroxide to an orthorhombic boehmite by hydrothermal synthesis is used.
