PROBLEM TO BE SOLVED: To provide a program organizing apparatus which can provide information effectively. SOLUTION: The program organizing apparatus 2 comprises a program control unit 3 and a narration synthesizing unit 4. The program control unit 3 comprises a means for acquiring distribution request information from a client unit 6, a means for searching contents data, and a means for organizing a program which represents the distribution order of the contents data and auxiliary data, on the basis of the distribution request information. The narration synthesizing unit 4 has a means for combining with the contents data to generate narration data to be distributed.
