PROBLEM TO BE SOLVED: To obtain optimum steering response characteristic by changing the steering ratio R so as to realize an adequate steering gain characteristic according to the change of the vehicle speed V and reducing the steering phase lag, in particular, on the high-speed side in an addition-subtraction system VGR device A to change the steering ratio R of a wheel 6 to the steering 1 by providing a transmission ratio variable mechanism 10 on a transmission path of the steering force. SOLUTION: The transmission ratio variable mechanism 10 having a planetary gear mechanism 16 is provided on a transmission path of the steering force from the steering 1 to the wheel 6. The output rotation is added to or subtracted from the input rotation by inputting the output rotation in a sun gear 17 in the planetary gear mechanism 16 and outputting it from a ring gear 18. A VGR motor 22 is operated to the subtraction side when the vehicle speed is not less than the preset vehicle speed V0, the steering ratio R is controlled to be reduced according to the increase in the vehicle speed V, and the phase lag dm of the VGR motor 22 is controlled to be increased according to the increase in the vehicle speed V.
