PROBLEM TO BE SOLVED: To provide a linear region determining device of a tire and a linear region determining program of the tire capable of determining a condition of the tire of a running vehicle comparatively simply using an ordinary sensor and to provide a driving operation device of the vehicle for controlling the vehicle and a steering control method for a steer bi-wire vehicle utilizing the results of determination. SOLUTION: A model yaw rate is computed from actual steering angleθr of a steering wheel detected by a steering angle sensor 10, and deviation between this model yaw rate and actual yaw rateγr detected by a yaw rate sensor 23 and a change rate of the deviation are computed in a non-linear region control part 45. It is determined that the tire of the running vehicle is in a non-linear condition based on the results of computation. The non-linear region control part 45 performs steering return amount control for returning actual steering angleθr of the steering wheel when it determines that the tire is in a non-linear region.
