PROBLEM TO BE SOLVED: To provide a radio repeater capable of quickly forming a radio area, a monitor, and a method for determining the identification code of the radio repeater. SOLUTION: This radio repeater 30 receives a base station identification code from the base station 10 of a relay target, determines a provisional device identification code on the basis of the received base station identification code and transmits the provisional device identification code to the monitor 50. The monitor 50 transmits the provisional device identification code as it is to the radio repeater 30 when the received provisional device identification code does not overlap a normal device identification code of another radio repeater, and determines a device identification code different from the provisional device identification code to transmit the device identification code to the radio repeater 30 when the received provisional device identification code overlaps the normal provisional device identification code. The radio repeater 30 determines the device identification code received from the monitor 50 as a normal device identification code.
