PROBLEM TO BE SOLVED: To provide a heating device which can appropriately heat a medium by efficiently heating a belt, and to provide an image forming device capable of forming a picture image of high quality by applying a heating device to a fixing device. SOLUTION: The image forming device comprises a fixing roller arranged inside the belt rolled by being put between a plurality of rollers, and which has an elastic layer, and by which the belt is suspended, a pressurizing member arranged outside the belt, by which the fixing roller is pressurized via the belt and which forms a nip part, and a heating roller having a heating source inside and suspending the belt, and a heating means in which the belt is heated by a part other than the heating roller.
