PROBLEM TO BE SOLVED: To provide a grinding wheel for polishing in which circumferential elongation of a polishing layer is ensured to some degree at the time of rotation to realized flexible polishing or the like and excessive polishing and peeling off of the grinding wheel are prevented. SOLUTION: The grinding wheel for polishing has a constitution that a porous elastic body 2 is provided on a core material 1 of the grinding wheel for polishing, a reinforcement layer 3 having a fiber is provided on an outer periphery of the porous elastic body and a polishing layer 4 is provided on an outer periphery of the reinforcement layer.
