PROBLEM TO BE SOLVED: To provide a developing device and an image forming apparatus preventing toner sticking to a developer carrier over the passage of time and in which the image quality is always stable. SOLUTION: In a developing device 4, a photoreceptor 1 and a developing sleeve 9 carrying 2 component developer 10 consisting of toner and carrier are provided. A latent image is visualized by feeding the developer 10 carried on the developing sleeve 9 surface to the latent image formed on the photoreceptor 1. The developing sleeve 9 is provided with a surface layer containing fluorinated carbon resin on a base body consisting of metal. The toner is not easily attached to the surface layer containing the fluorinated carbon resin. COPYRIGHT: (C)2004,JPO
