PROBLEM TO BE SOLVED: To provide toner for electrostatic charge image development, the toner exhibiting preferable electrification rising property for repeated use and little environmental dependence of the output image density, and to provide a method for manufacturing the toner for electrostatic charge image development, a method for forming image and an image forming apparatus by using the toner. SOLUTION: The toner for electrostatic charge image development comprises toner particles containing a binder resin and a coloring agent. The amount of carboxyl groups measured by dispersing the toner in water ranges from 0.1×10-5mol/g to 2.0×10-5mol/g, and the amount of metal elements in the toner ranges from 10 ppm to 5,000 ppm.
