PROBLEM TO BE SOLVED: To facilitate or dispense with setting and management of an HTTP communication interval parameter by flexibly and efficiently allocating the HTTP communication interval parameter in accordance with environmental changes. SOLUTION: A facility management server C is provided with a request receiving function 10 for receiving HTTP requests from a facility monitoring and control device in a fixed cycle, a request analyzing function 20 for analyzing the HTTP request to discriminate it is the HTTP request from the facility monitoring and control device in the fixed cycle, a parameter generating function 30 for generating a new HTTP communication interval parameter with receiving/processing of the HTTP request from the facility monitoring and control device in the fixed cycle as a trigger, a response generating function 40 for generating an HTTP response including the HTTP communication interval parameter, and a response transmitting function 50 for transmitting the HTTP response to the facility monitoring and control device of a request source.
