PROBLEM TO BE SOLVED: To provide a system which enables a person who uses a certificate invalidation list to always obtain the latest certificate invalidation list. SOLUTION: The update instrument of the certificate invalidation list has a certificate invalidation list acquisition section for acquiring the certificate invalidation list from an information disclosure instrument via a network, a certificate invalidation list management data base for storing the certificate invalidation list, an electronic certificate verification section for verifying validity of an electronic certificate by utilizing the certificate invalidation list stored in the certificate invalidation list management data base, confirms whether or not the certificate invalidation list stored in the certificate invalidation list management data base is the latest one with periods shorter than update periods of the certificate invalidation list in the information disclosure instrument and when the certificate invalidation list is not the latest one, updates it to the latest one.
