PROBLEM TO BE SOLVED: To provide a data transmission circuit capable of transmitting data in a satisfactory state and to provide a semiconductor integrated circuit and a data transmitting method. SOLUTION: In this data transmission circuit, selection circuits 28 and 29 switch transistors of main buffers 11 and 12 and complementarily switch transistors of dummy buffers 27 and 29 in accordance with these switching. An H/L transmission switching circuit 39 outputs high speed data to a constant current driver 36 and outputs a selection signal for inputting a control signal to the main buffers 11 and 12 to the selection circuits 28 and 29 in the case of transmitting the high speed data. The H/L transmission switching circuit 39 outputs a selection signal for inputting a control signal to the main buffers 11 and 12 to the selection circuits 28 and 29 in accordance with low speed data in the case of transmitting the low speed data.
