PROBLEM TO BE SOLVED: To solve problems wherein the traffic of alert data is increased and the load of an alarm collection device is increased when faults of the same pattern are simultaneously generated in many lines in the fault monitoring of many lines. SOLUTION: In the case of transmitting alert data to a master management unit, an alarm collection unit for respectively collecting fault alerts of the same sort from many lines compares an alarm of a certain line with an alarm of a preceding adjacent line arranged in order, and when both the alerts coincide with each other, only a coincidence flag is transmitted. At the time of receiving the coincidence flag of the alerts, the master management unit restores the alert information of the preceding adjacent line as the alert information of the line concerned. When the alerts are different from each other, a non-coincidence flag and the alert information of the line are transmitted as the alert of the line concerned. COPYRIGHT: (C)2004,JPO
