<p><P>PROBLEM TO BE SOLVED: To provide a vehicle owner device with burglar proof and no-license driving preventing functions capable of preventing the burglar of a vehicle and no-license driving and easily confirming the ownership of the burglarized vehicle and a falsified chassis number. <P>SOLUTION: This device is installed between a starter key 1 and an engine electrical system. By storing a license, a password and contents of a safety check certificate at the time of purchasing a new car, it determines whether a license inserted from outside is in concordance with the stored license 22 or not, and if it is in concordance, a license lamp is turned on. Similarly, it determines whether a password inputted from outside coincides with the stored password 32 or not, and if it coincides, a password lamp is turned on. When the license and the password coincide and the license lamp and the password lamp are turned on, the starter key 1 and the engine electrical system can be connected and then the engine can be started.
