<p><P>PROBLEM TO BE SOLVED: To provide a cement admixture which shows an increased inhibition of toxic metal elution, flow property-retaining performance and carbonation resistance, and a cement composition. <P>SOLUTION: The cement admixture contains granulated blast furnace slag andγ-2CaO-SiO<SB>2</SB>. This reduces elution of toxic heavy metals, especially hexavalent chromium, contained in the cement.
