PROBLEM TO BE SOLVED: To realize a simple constitution of a sound signal encoding device by reducing the quantity of the operation of information on band weighting of both long and short blocks. SOLUTION: The sound signal encoding device decides, by using conversion block length decision means 12 and 13, which of long and short blocks is to be compressed and encoded on the basis of an attack sound signal component included in a sound signal, computes band weighting information on a long or short block signal by using an auditory psychological model 14 according to the decision result, converts the frequency of the decided long or short block signal by using a frequency converting means 15 to obtain a frequency range signal, and adaptively quantizes the signal by using a quantizing means 16 with the band weighting information to generate a compressed encoded sound signal.
