PROBLEM TO BE SOLVED: To provide an optical transmitting device that can obtain a stable output of a semiconductor light-emitting element, by monitoring the light emission from a surface-emitting semiconductor light-emitting element. SOLUTION: The optical transmitting device comprises a packaging substrate 11; a light-emitting element 12 mounted onto the packaging board 11; a cap material 35 that is mounted on the packaging board 11, while the light-emitting element 12 is covered and allows light emission form the light-emitting element 12 to pass to the outside; and a light-receiving element 50, that is surrounded by the packaging board 11 and the cap material 35 and is provided on the either inner wall of an element accommodation chamber 40 for accommodating the light-emitting element 12.
