PROBLEM TO BE SOLVED: To provide an environmentally friendly cement admixture emitting a small heat of hydration and showing an increased chloride impermeability and carbonation resistance, and a cement composition. SOLUTION: The cement admixture contains slag containingγ-2CaO-SiO<SB>2</SB>and pozzolan. This reduces amount of clinker to be blended, yielding an environmentally friendly cement composition. By using this cement composition, the cement composition emitting a small heat of hydration and showing an increased chloride impermeability and carbonation resistance is obtained. Furthermore, since it leads to effective use of steelmaking slag or stainless slag containingγ-2CaO-SiO<SB>2</SB>, which conventionally had no effective use, it is suitable for a concrete structures wherein durability is required in areas of construction or civil engineering.
