<p><P>PROBLEM TO BE SOLVED: To improve the processing speed, to reduce the burden on processor in decoding processing of an encoded signal, to prevent an extreme image compression, and to perform conversion so as to have video in which an object in a converted image is legible and distinguishable at the time of compressing and converting coding quantity. <P>SOLUTION: A decoding device is provided with a first decoding part 1100 for performing decoding from an inputted first image encoding signal to a slice header, a segment area setting part 1200 for setting a segment area from a decoded signal, a segment area data extracting part 1300 for extracting a signal according to the set segment area, and a second decoding part 1400 for performing decoding from the extracted signal to a block layer. By decoding only an extracted area up to the block layer, the decoding processing speed is improved with high decoding processing efficiency and the burden on processor is reduced. <P>COPYRIGHT: (C)2004,JPO</p> |
