<p><P>PROBLEM TO BE SOLVED: To provide a network management apparatus for accurately detecting the residual amount of bands of a network with a simple method without affecting the network in operation. <P>SOLUTION: The network management apparatus transmits a packet with a comparatively low priority in the network as a test packet in order to detect the residual amount of the band of the network based on degree of arrival of the test packet to a destination host by transmitting the test packet to the destination host B via the network 1.
