PROBLEM TO BE SOLVED: To provide a hyper-fine grained cemented carbide with which a low-cost cutting tool having a long breaking life and exhibiting satisfactory corrosion resistance can be obtained. SOLUTION: The cemented carbide is provided with a metal bonding phase at least containing Co and/or Ni and a WC phase. Then, its composition is prepared so that, by mass, 0<Co and/or Ni<8%, 0<Cr<0.2% and V>0.3% are satisfied, the total content of one or two kinds selected from TaC and NbC is <0.5%, and (VC+Cr<SB>3</SB>C<SB>2</SB>)/(Co+Ni)>0.07 is satisfied, and the balance WC with inevitable impurities. Further, a metal bonding phase in which W, V and Cr are allowed to enter into solid solution in Co and/or Ni, a hard phase essentially consisting of WC having a mean particle diameter of≤0.7μm, and acompound carbide phase comprising two or more kinds selected from WC, Cr and V are provided.
