PROBLEM TO BE SOLVED: To provide an inexpensive polarization variable antenna capable of using a very high frequency band in the transmission and reception of radio communication and broadcasting and a radar. SOLUTION: A liquid crystal 3 is laid between a first glass substrate 1a coated with a first alignment layer 2a and a second glass substrate 1b coated with a second alignment layer 2b. A transparent electrode 4a is arranged at the side of the first glass substrate 1a and an antenna element 5 is also arranged at the side of the second glass substrate 1b. A low frequency signal for driving the liquid crystal 3 is applied between the transparent electrode 4a and the antenna element 5, and a microwave or millimeter wave is fed to the antenna element 5.
