PROBLEM TO BE SOLVED: To transmit image pickup image information only when it is judged that a disaster has occurred in a monitor image pickup terminal equipment having a monitoring camera and a monitoring system using the monitor image pickup terminal equipment. SOLUTION: Monitor image pickup terminal equipment 1 is provided with the monitoring camera 2 picking up a monitoring area and a transmission/reception part 6 transmitting image pickup image information by the monitoring camera 2 to a monitoring center. Equipment is also provided with a judgement processing part 3 judging the disaster has occurred in the monitoring region and transmitting image pickup image information by the monitoring camera 2 to the monitoring center from the transmission/reception part 6 when an average value of a difference between image pickup image information by the monitoring camera 2 and reference image information exceeds a threshold, and also provided with an image output part 4 and an encoder part 5. Only when it is judged that the disaster has occurred, image pickup image information is transmitted to the monitoring center connected through a network from the transmission/reception part 6.
