PROBLEM TO BE SOLVED: To provide an organic EL element preventing uneven brightness or the like to enhance display performance by making the film thickness of a luminescent layer or a hole injection layer uniform, to provide the method for manufacturing the organic EL element, and to provide an electro-optical device and an electronic apparatus. SOLUTION: The method for manufacturing the organic EL element having a luminescent part equipped with at least the hole injection layer 140A and the luminescent layer has a process in which a hole injection layer forming material 114 or a luminescent layer forming material formed by dissolving a hole injection material or a luminescent material in a solvent, or dispersing it in a dispersing medium is arranged on one side of an electrode, and a process in which the hole injection layer 140A or the luminescent layer is formed by freeze-drying the hole injection layer forming material 114A or the luminescent layer forming material in a state that the solvent or the dispersing medium is left in the hole injection layer forming material 114A or the luminescent layer forming material after the hole injection layer forming material 114A or the luminescent layer forming material are arranged.
