PROBLEM TO BE SOLVED: To easily confirm whether or not oil leakage amount in a shaft seal structure part is proper without wasteful use of hydraulic equipment such as a hydraulic buffer made into a product. SOLUTION: This device comprises an upper end side block 3 fixedly abutted on an upper end of a cylinder body 1 constituting the hydraulic equipment, a lower end side block 4 fixedly abutted on a lower end of the cylinder body 1, an oil leakage flowing-out part 3b in which a distal end side of a rod body 2 constituting the hydraulic equipment is retractably inserted into the cylinder body 1, while passing through the upper end side block 3 under a shaft seal structure, and the upper end side block 3 makes oil leakage in the shaft seal structure part flow out, and a pressure oil supplying part 4a in which the lower end side block 4 allows supply of pressure oil into the cylinder body 1.
