PURPOSE: An apparatus and a method are provided to achieve improved vehicle travel performance and safety even during the fail safe operation by enhancing the fail safe control logic. CONSTITUTION: A method comprises a step(S10) of judging whether the ECU operates in a normal manner after engine turn-off; a step(S20,S30) of performing a self-diagnosis logic if it is judged that the ECU operates in a normal manner; a step(S40) of judging whether the error detection condition is satisfied; and a step(S50) of performing a fail safe operation if it is judged that the error detection condition is satisfied. In the step(S40), the error detection condition is judged as satisfied in case where the idle switch is turned on, brake switch is turned on, vehicle speed is lower than the predetermined travel speed, and engine RPM is higher than the predetermined RPM level.
