<P>PROBLEM TO BE SOLVED: To homogeneously apply a coating liquid without irregularity by spreading the coating liquid from a base part through to a tip end part in each opposing space part of a comb plate without accumulating the coating liquid L only at a part of a coating liquid outlet, so as to avoid occurrence of a not-applied part at the hair. <P>SOLUTION: The outlet with comb 10 is obtained by erecting a plurality of comb plates 4 opposing each other on the top plate part 3 of a pouring cylinder part 2 to be fitted to a pouring opening part 21 of a coating liquid packing container 20. At the tip ends of the comb plates 4 erected opposing each other, recessed parts 4b are formed.
