PROBLEM TO BE SOLVED: To improve complete-round accuracy of a bearing sleeve and maintain the complete-round accuracy for a long term at the time of forming the bearing sleeve in a complete-round shape, by performing a drawing process at a bottom surface in a non-complete round shape. SOLUTION: At the time of performing the drawing process of the bearing sleeve 4c in the complete-round shape at the bottom surface 4b in the non-complete-round shape of a housing 4, a rod-shaped first punch 9 is made to abut against the inside at a position in which the bearing sleeve 4c of the bottom surface 4b is formed, and a first die 10 having a molded surface formed with a polygonal surface 10a is made to abut against its outside to form a first forming protruding part P1 which is the bearing sleeve 4c. An outside polygonal deformation preventing part DP for preventing deformation of the bearing sleeve 4c is formed between the first forming protruding part P1 base end and the bottom surface 4b, and the bearing sleeve 4c is then drawn.
