PROBLEM TO BE SOLVED: To provide a VoIP telephone system in which a call is originated by utilizing a public telephone switched network when a telephone set of a party is not connected to the Internet. SOLUTION: In a connection information register means (100), connection information of a telephone set (30) composed of an Internet protocol is registered while being corresponding to telephone number information based on a public telephone line network (50), telephone number information of the telephone set of the party is received by registration discriminating means (110, 200) and whether it is registered or not is discriminated. When it is registered, the connection information of the telephone set of the party is, or when it is not registered, non-registration information is outputted from a response means (120) and when the connection information of the telephone set is received, an IP packet is generated from the connection information and voice data from the telephone set and outputted to the Internet by a call control means (210).
