PROBLEM TO BE SOLVED: To prevent the occurrence of abnormal valve timing caused by controlling an operating angleθand a phaseϕsimultaneously at the change of transition. SOLUTION: This device is provided with a lift and operating angle adjusting mechanism for continuously and variably controlling a lift and the operating angle, and a phase adjusting mechanism for continuously and variably controlling the phase of a lift central angle, as a variable valve mechanism. Optimum valve timing can be acquired by controlling to a target operating angle and a target phase. For instance, if the delay of the phaseϕis delayed by some cause in the case of needing to delay the phaseϕwhile decreasing the operating angleθby deceleration to extremely low load from high load, intake valve closing timing (IVC) is abnormally advanced. In this constitution, the decreasing speed of the operating angleθis reduced so as not to advance IVC from a prescribed value 2, and IVC is maintained to the prescribed value 2.
