<P>PROBLEM TO BE SOLVED: To provide a phase change optical recording medium which has a large capacity equivalent to DVD-ROM, can secure an enough modulation degree even when a recording linear velocity is within a wide range of 3.5-35 m/s including a high linear velocity of at least 25 m/s, and is good in over-writing repeating characteristics and high in storage reliability. <P>SOLUTION: In the phase change optical recording medium, a phase change recording material constituting a recording layer is formed from a phase change alloy containing at least Ga or In and Sb, Zr, and Mg. The compositional expression of the phase change alloy is expressed by AαSbβZrγMgδ (A is Ga or In; α ,β ,γ, and δ are each an atomic percent; α+β+γ+δ=100; and 6≤α≤50, 45≤β≤90, 0.5≤γ≤5, and 1≤δ≤6).
