PROBLEM TO BE SOLVED: To provide a moving image sound reproducing apparatus which reduces its operational burden during a vehicle travel, reduces costs, is miniaturized and has a simplified structure. SOLUTION: While a travel regulation of a vehicle is lifted, an advertisement is read and its moving image is displayed by a speaker unit SP and an image display 80. While the travel of the vehicle is regulated, the advertisement is read by the speaker unit SP and its still picture is displayed on the image display 80. When the travel regulating state of the vehicle is changed into the travel regulation canceling state, the advertisement is continuously read by the speaker unit SP and additionally, the moving image of the advertisement is started being displayed from the beginning on the image display 80. When the read of the advertisement by the speaker unit SP is then finished, even in the middle of the moving image display of the advertisement on the image display 80, the reproduction of the advertisement is finished.
