PROBLEM TO BE SOLVED: To provide a portable emergency reporting device and an emergency reporting system using the device, for transmitting an image of a criminal's face or the situation of a scene to the designated reporting destination such as the police when crime or accidents occur, and obtaining crime deterrent effect. SOLUTION: The system is provided with the portable emergency reporting device 1 comprising a camera 13 which is provided in a portable terminal device, having a radio transmitting function, attached with a display screen 4 at the upper main body 2A and an operation button 7 at the lower main body 2B, an emergency photographing report button 11, an image recording part 25 to record the image information photographed by pressing the button, and an emergency image transmitting part 26 to automatically transmit the recorded image information to an administrator at the previously selected destination; an image transmitting/receiving part 20 to automatically receive at the administrator side; and an image recording part 25 to store the received image information during the prescribed time. If cancellation is not instructed within the prescribed storing time, the contents of the image information is reported to the previously selected reporting destination after the lapse of the time.
