PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine, preventing the starting malfunction of the internal combustion engine and the worsening of emission by setting optimum control parameters for operating the internal combustion engine at starting the engine. SOLUTION: The control device 1 for the internal combustion engine sets the control parameters for the internal combustion engine depending on the temperature of a cooling medium. The control device 1 comprises a heat accumulator 30 for accumulating heat during stopping the internal combustion engine. The temperature of the cooling medium becomes higher than that of the heat accumulated in the accumulator before starting the engine, at least. The various control parameters for the internal combustion engine are set in a preset time after starting the engine in accordance with the temperature of the cooling medium before it becomes higher and the actual temperature of the cooling medium.
