PROBLEM TO BE SOLVED: To provide an image decoder which provides a high-quality reproduced image.

SOLUTION: While the intensity of a low-pass filter used in a tile boundary smoothing means 27 is controlled according to the proportion of the code quantity of compressed codes under decoding to the total code quantity of compressed codes, the tile boundary smoothing means 27 actuates the low-pass filter on tile boundaries of each frame after decoding, thereby smoothing the distortion at the tile boundary. Thus the low-pass filter is optimally actuated according to the code quantity of the compressed codes under decoding to obtain a high-quality reproduced image.
