PROBLEM TO BE SOLVED: To provide a phase-shifter in which ground is prevented from being unstable by making only a dielectric movable. SOLUTION: This phase-shifter has a plane transmission line and the dielectric arranged on the plane transmission line movably in a direction perpendicular to the plane transmission line. The distance between the plane transmission line and the dielectric is changed by moving the dielectric perpendicularly to the plane transmission line to change the phase amount of a high frequency signal that propagates on the plane transmission line. Otherwise, the distance between the plane transmission line and the dielectric is changed by moving the dielectric perpendicularly to the plane transmission line with one end of the dielectric as a support and the other end as a point of action to change the phase amount of the high frequency signal that propagates the plane transmission line.
