PROBLEM TO BE SOLVED: To provide a method and a system for increasing handover processing speed and decreasing system load. SOLUTION: In an exchange 30 comprising a radio base station radio-connected to a mobile terminal 10, a mobile terminal terminating device 32<SB>1</SB>for terminating a signal from the mobile terminal 10 is fixed as an anchor. When handover is generated by the movement of the mobile terminal 10 from a service area 50<SB>1</SB>of a first radio base station 20<SB>1</SB>in the exchange 30 to a service area 50<SB>2</SB>of a second radio base station 20<SB>2</SB>, the mobile terminal terminating device 32<SB>1</SB>as the anchor is used continuously, and the path of a base station controller 31<SB>2</SB>for controlling the second radio base station 20<SB>2</SB>and the path of the mobile terminal terminating device 32<SB>1</SB>as the anchor are switched and connected.
