PROBLEM TO BE SOLVED: To provide a recording and reproducing device in which service contents can be restored even at the time of reproduction. SOLUTION: In a recording mode, a transport stream is received, it is converted to a packet multiple stream being suitable for recording, and is outputted. A converting means 36 selects a packet from the transport stream, while it selects only a packet required at the time of reproduction and generates a conversion stream. A recording means 38 records this conversion stream in a recording medium 44. In a reproducing mode, a conversion stream is read from the recording medium 44. A restoration means 40 restores a service contents signal (e.g. composite signal such as NTSC). A video/picture output means 46 receives this service contents signal, and outputs video and picture. Since recording is performed in a packet state, recording can be performed including control data, and recording and reproducing can be performed without damaging the function of satellite broadcasting based the control data.
