PROBLEM TO BE SOLVED: To solve such a problem that message transmission according to a traffic situation can not be executed in a road transportation system. SOLUTION: In the road transportation system composed of a plurality of road side devices connected to a road side communication network and a vehicle traveling on a road, the road side device, on receiving an emergency information message such as accident information, determines a degree-of-emergency function from the service code or the like of the message, calculates a distance from the positional information or the like of the message, from the calculated distance and the determined degree-of-emergency function, calculates a degree-of-emergency indicating the emergency of information for individual vehicle, and transmits, to the vehicles, the messages in a descending order of the degree-of-emergency and a priority level added to the message in turn. Individual vehicle detects information on the periphery of the vehicle on a vehicle traveling in front or the like with a sensor, determines the degree-of-emergency of a message on the detected result from the vehicle speed or the like, and transmits a message transmitted from the road side device and the message of the detection result obtained with a vehicle sensor to a constituent member in the vehicle in a descending order of the degree-of-emergency in turn.
