PROBLEM TO BE SOLVED: To provide a paper quality improver improving bulkiness, whiteness and opacity of a sheet obtained from a pulp stock and increasing paper strength. SOLUTION: The paper quality improver contains a copolymer (A) having≤20.5 (MPa)<SP>1/2</SP>solubility parameter, a constituent unit derived from one or more nonionic monomer and a constituent unit derived from one or more anionic or cationic monomer and a surfactant (B) at a specific ratio, Wherein the improver gives one of paper quality-improving effect of (i)≥0.02 g/cm<SP>3</SP>standard bulkiness improvement, (ii)≥1.0 point standard opacity improvement or (iii)≥0.5 point standard whiteness improvement.
