<P>PROBLEM TO BE SOLVED: To provide a specification preparation support device capable of efficiently preparing specifications and its control method, a specification preparation support system and program. <P>SOLUTION: This specification preparation support device is configured to generate a specification input template picture plane 1200 having a plurality of input items, a question input part 1221 for inputting questions to information related with the input items, an answer input part 1222 for inputting answers to the questions, a confirmation input part 1223 for inputting confirmation to the answers, an approval input part 1224 for inputting approval to the answers, and a flag area 1210 for displaying a question standby flag, an answer standby flag, a confirmation standby flag or an approval completion flag in the neighborhood of each of those input items. The generated specification input template picture plane 1200 is displayed, and the completing condition of the input of the questions, answers, or approval is decided.
