<P>PROBLEM TO BE SOLVED: To pay/receive cash without on-line connection to a financial institution. <P>SOLUTION: This automatic teller machine is provided with an account managing part 118 and an account managing part 120 for money collection for managing identification information and balance concerning a preliminarily registered user and money collector. One or more cash cards can be registered in an account specific to a device provided as a management unit, and a money payment limit can be set for each card. When paying money, money payment is carried out within the registered limit, and the result is reflected on the balance managed inside. Also, the user is able to instruct temporary transfer from his or her own account to an account for money collection. When the money collector collects money, the temporary remittance is performed, and money payment and balance update are carried out from the account of the user.
